OPUS PCS · Municipal emergency plan (PCS)
Keep your PCS in PDF. Bring its digital version to life.
The formal PCS remains the municipality’s reference document. OPUS PCS adds a digital workspace where elected officials and staff can find instructions and quickly update useful contacts, resources and locations.
Open-access demo with fictitious data, not for operational use.
Two complementary formats
The formal PCS in PDF
The municipality’s reference document, prepared and approved in accordance with the applicable procedures.
OPUS PCS, the living version
A digital workspace for consulting the plan and quickly updating useful information.
For elected officials and municipal administrators
A PCS that is useful before, during and after a crisis
The PCS describes the municipality’s arrangements for warning, protecting and supporting residents. OPUS PCS makes that content easier to consult and maintain day to day: a new contact person, changed telephone number, unavailable reception centre or additional municipal resource. During an event, everyone can find the actions that fall within their role.
Operational updates in OPUS PCS are separate from formal revisions of the PCS. When a formal revision is needed, the municipality follows its approval procedure and maintains an up-to-date reference version.
Keep useful information up to date
Update a contact, municipal resource, reception centre or action sheet as soon as circumstances change.
Activate the municipal response
Find the roles of the mayor, elected officials and staff, instructions and initial actions set out in the municipal emergency plan (PCS).
Track decisions
Record municipal actions, monitor residents’ needs and prepare information to share with partners.
Example of use
A cyclone warning and a change of reception centre
The mayor and team open the PCS to find the planned roles, contacts and instructions. A reception centre becomes unavailable: the designated staff member updates the working information in OPUS PCS so authorized users see the same information. The municipality tracks its decisions and the needs to communicate to the relevant partners.
The formal PDF document remains the reference; if the change requires a revision of the plan, the municipality’s approval process applies.
What the municipal team can find
- The roles of the mayor, elected officials and staff.
- Action sheets and arrangements for warning residents.
